| Abstract |
As part of the final Unified National Strategy for Animal Feeding Operations (AFO's) announced in March 1998, EPA plans on issuing permits to large Concentrated Animal Feeding Operations (CAFO's) under the existing NPDES program. This process will be on-going from 2000-2005 and will be referred to as 'Round One'. The manual provides guidance for EPA and State NPDES permit writers in issuing these permits. Topics covered: who needs a permit, what the permit covers and what the key elements of a NPDES permit for CAFOs include. Appendices include an executive summary of the final Unified National Strategy, a list of references for NPDES permit writers and a sample NPDES permit for CAFO. |
