| Abstract |
This study addressed the specific field monitoring requirements for gathering data on the quality of storm runoff in urban areas. Particularly the study stressed the general need to state explicitly what the exact objective for field monitoring is to be in each case, because, as the study showed, the monitoring requirements and costs vary tremendously among possible objectives one might set for a monitoring program. The six objectives studied are: (1) scientific research on runoff quality change mechanisms, (2) problem identification monitoring, (3) preliminary design or alternative solution selection monitoring, (4) final design corroboration monitoring, (5) regulatory compliance monitoring, and (6) operational performance monitoring. A major conclusion of the report is that urban runoff quality behavior remains poorly understood, and it lags far behind the level of hydrologic and hydraulic sciences that have been brought to bear in the drainage and flood control areas. |
