Abstract This report evaluates the engineering and economic factors of installing air pollution control technologies to meet the requirements of multipollutant control strategies. The implementation timing and reduction stringency of such strategies affect the quantity of resources required to complete the control technology installations and the ability of markets to adjust and to provide more resources where needed. Using the Integrated Planning Model (IPM), the U.S. Environmental Protection Agency (EPA) estimated the number and size of facilities that need to install new emissions control equipment to meet the implementation dates and emission reductions set forth in the Clear Skies Act. This study provides an estimate of the resources required for the installation of control technologies to obtain emission reductions of sulfur dioxide (SO2), nitrogen oxides (NOx), and mercury under the Clear Skies Act.
