Contents Notes This regulatory impact analysis (RIA) supports the proposed rule, the Federal Implementation Plan Addressing Regional Ozone Transport for the 2015 Ozone National Ambient Air Quality Standards (FIP for the 2015 ozone NAAQS). In the proposal, in accordance with the Wisconsin decision, EPA proposes implementation mechanisms to achieve enforceable emissions reductions required to eliminate significant contribution of ozone precursor emissions prior to the 2023 ozone season. The initial phase of proposed emissions reductions will therefore be achieved prior to the August 2, 2024 attainment date for areas classified as Moderate nonattainment for the 2015 ozone NAAQS.
