Abstract |
In the Clean Air Act (CAA), Congress gave the U.S. Environmental Protection Agency (EPA) broad authority to protect air resources throughout the nation. Under Section 112 of the CAA, EPA is developing a National Emission Standard for Hazardous Air Pollutants (NESAHP) designed to reduce emissions generated in the production of lime. Lime is primarily used by chemical and industrial users, with the largest consumption among that group occurring in the steel industry. Other important categories of lime use include environmental applications (e.g., use in scrubbers for sulfur dioxide (SO2) emission reductions), construction, and agriculture. Lime production leads to emissions of particulate matter (PM), including metals; hydrochloric acid (HCI); and gaseous pollutants, including carbon monoxide (CO), carbon dioxide (CO2), SO2, and nitrogen oxides (NOx). The rule is primarily intended to reduce the emissions of PM/metals from lime kilns. This report evaluates the economic impacts resulting from the rules. |
