Abstract The present day oil shortage has led to relaxation of some fuel restrictions, allowing conversions from oil to coal and thereby increasing emissions of sulfur dioxide and particulates to the atmosphere. The purpose of this project was to evaluate the impact of the energy shortage on ambient sulfur dioxide (SO2) and total suspended particulate (TSP) concentrations in a major urban area, metropolitan Boston. A combined approach based on a statistical analysis of measured air quality data, regulatory and emissions analysis, and diffusion modeling of changes in ambient pollutant concentrations was used to attain this objective.

Contents Notes The purpose of this project was to evaluate the impact of the energy shortage on ambient sulfur dioxide (SO2) and total suspended particulate (TSP) concentrations in a major urban area, Metropolitan Boston. A combined approach based on a statistical analysis of measure air quality data, regulatory and emissions analysis, and diffusion modeling of changes in ambient pollutant concentrations was used to attain this objective. The objective of the air quality analysis was to identify and interpret changes in trends of measured SO2 and TSP levels between January 1970 and March 1974 with regard to SIP regulations, variances granted because of the energy shortage, and meteorological conditions. The objectives of the regulatory and emissions analysis was to develop quarterly emissions inventories for SO2 and particulates in Metropolitan Boston for the period January 1973 to June 1974 to support the subsequent modeling analysis task. The objective of the diffusion modeling task was to obtain a clear understanding of the impact and potential impact of the energy shortage on air quality levels by isolating the relative effects of factors such as meteorology, growth and conservation, and variances on ambient SO2 and TSP concentrations.
