Abstract Currently there are no standardized guidelines for evaluating the performance of air quality simulation models. In this report, a procedural framework for objectively evaluating model performance is developed. In carrying out this work, the authors have: reviewed previous model evaluation studies; developed a general procedural framework for performing an evaluation study; provided specific guidance, to the extent possible, with respect to the work required in each step of the performance evaluation procedure; and identified gaps in present knowledge that limited our ability to provide more detailed guidance in this report, and presented recommendations for further work that will help to fill those gaps. Because model evaluation has received relatively little systematic attention to date, it was possible to identify several areas ripe for future investigation. The performance of these suggested studies will be essential to the success of the guidelines presented herein.
