| Abstract |
The document reports on a study of the concepts and techniques involved in emission inventory development and verification. The five primary elements of a verification program, as identified by the Panel, are: Documentation of Data Quality; Application of the Data; Comparison of Alternative Estimates; Uncertainty Estimates; and Ground Truth Verification. The report discusses geopolitical, budgetary, and time constraints that will affect the quality of emission inventories, and it guides users in selecting appropriate methods for various situations and conditions. |
