Abstract The National Academy of Sciences (NAS) has recommended independent expert review for evaluating federal research programs. The U.S. Environmental Protection Agency's (EPA) Office of Research and Development (ORD) is committed to independent expert review of its environmental research programs for objective evaluation of research at the program level to establish best practices in federal research program design, management, and evaluation and to assist the Agency in preparing performance and accountability reports to Congress under the Government Performance and Results Act (GPRA) of 1993. The Board of Scientific Counselors (BOSC) Executive Committee agreed in September 2004, to undertake four program reviews: Human Health Research Program, Drinking Water Research Program, Ecological Research Program, and Particulate Matter and Ozone (PM & O3) Research Program.
