Abstract The Safe Drinking Water Act (SDWA) mandates that the U.S. Environmental Protection Agency (EPA) identify and regulate drinking water contaminants that may have adverse human health effects and that are known or anticipated to occur in public water supply systems. In 1975 under the SDWA, EPA established a maximum contaminant level (MCL) for arsenic (As) at 0.05 mg/L. Amended in 1996, the SDWA required that EPA develop an arsenic research strategy and publish a proposal to revise the arsenic MCL by January 2000. On January 18, 2001, EPA finalized the arsenic MCL at 0.01 mg/L (EPA, 2001). In order to clarify the implementation of the original rule, EPA revised the rule text on March 25, 2003, to express the MCL as 0.010 mg/L (10 ig/L) (EPA, 2003). The final rule required all community and non-transient, non-community water systems to comply with the new standard by January 23, 2006.
