Abstract Regional haze is visibility impairment caused by the cumulative air pollutant emissions from numerous sources over a wide geographic area. Visibility impairment is caused by particles and gases in the atmosphere. Some particles and gases scatter light while others absorb light. The net effect is called 'light extinction.' The result of the scattering and absorption processes is a reduction of the amount of light from a scene that is returned to the observer, and scattering of other light into the sight path, creating a hazy condition. The term 'natural visibility conditions' represents the ultimate goal of the regional haze program, consistent with the national visibility goal set forth in section 169A of the Clean Air Act (CAA). The purpose of this document is to provide guidance to the States in implementing the regional haze program under the Clean Air Act.
