Abstract A principal use of air quality models is to extrapolate air concentrations or deposition to future conditions outside historically observed conditions. We depend on the science in the models to provide the best extrapolation. Thus, testing of air quality models (their evaluations) should focus on the science: are we getting the science right; are we getting the right answer for the right reason; and are we getting the wrong answer for the right reason. The objective of a model evaluation is to establish, as best as possible, that the model is not flawed and that it is functioning properly as designed. This paper addresses issues relating to the horizontal design of a regional model.
