Abstract A Regulated Chemicals System, or a Chemical Regulations and Guidelines System, was recommended in the Mitre Report as one of the core components of the Chemical Sustances Information Network (CSIN). Under a contract with the Council on Environmental Quality and the Information Exchange Group of the Interagency Regulatory Liaison Group, Sigma Data has conducted a study of the general design requirements for implementing such a system. Potential users of information pertaining to regulated toxic substances in the Federal community and in the private sector were surveyed in order to identify the primary user requirements. Based upon this survey, Sigma Data designed an ideal, proposed system to meet the specified informational and operational requirements. These included chemical-specific access, a differentiation between chemical use and/or application, and an awareness of current regulatory activity.
