Abstract TRIM.FaTE is a predictive environmental fate and transport model designed to support decisions on programmatic policy and regulation for multimedia air pollutants. These decisions can have far-reaching human health, environmental, and economic implications. It is important that an assessment of how well the model is expected to perform the tasks for which it was designed is incorporated within the model development process. In other words, the trustworthiness of models used to determine policy or to attest to public safety should be ascertained (Oreskes et al. 1994). This report describes the model evaluation activities performed to date to assess TRIM.FaTE's quality and acceptability. In short, it describes the progress made to date in fulfilling the Evaluation Plan laid out in Chapter 6 of the November 1999 TRIM Status Report (U.S. EPA 1999a). The Evaluation Report is composed to two volumes. This volume, Volume 1, presents conceptual, mechanistic, and structural complexity evaluations of various aspects of the model (e.g., inputs, process models).
