Abstract The U.S. Environmental Protection Agency (EPA), under the Marine Protection, Research, and Sanctuaries Act of 1972 (MPRSA, PL 92-532) is responsible for regulating disposal of sludge in ocean waters. Effective January 1, 1988, all sewerage authorities in the New York and New Jersey region, under court order, have shifted sewage sludge disposal operations from the 12-mile site in the New York Bight to the 106-mile deepwater municipal sludge site (106-mile site). EPA recently received permit applications from nine sludge generators in the New York-New Jersey area for continued use of the 106-mile site. EPA is in the final process of determining whether to issue or deny permits for continued dumping of sludge.
