This study of the investment program in municipal sewage waste handling facilities suggests the need for certain legislative and administrative refinements in the federal grant program. The study is based on a survey of nine sample state government programs conducted by personal visits to the state water pollution control offices. The nine state governments in the judgmentally selected sample represent various degrees of population size, urbanization, industrialization and hydrological conditions, and account for approximately two-fifths of the national population and municipal sewage treatment investment needs. |
