Abstract |
This report contains information on collaborative tests to determine the precision and bias of the reference method for measurement of photochemical oxidants as published by the Environmental Protection Agency in the Federal Register, April 30, 1971. In the first phase test, ten collaborators were assembled at a common site to measure (from a common source) ambient and ozone supplemented concentrations over a range from 0 to .510 ppm (O-1000ug/m). The data were analyzed to derive an estimate for the precision of the method. Estimates of the standard deviations of the process for total (ST), between-laboratory (SL) and within-laboratory (SWL) were derived, as well as for the lower detectable limit (LDL). The second phase consisted of a collaborative test involving eleven laboratories to determine the accuracy (bias) of the method. Ozone generating systems(synthetic atmosphere) which had been calibrated by the National Bureau of Standards were supplied to each collaborator. Five concentration levels (known to the test designer) were measured at each laboratory. Ten laboratories completed the test, and useful data were supplied by nine laboratories. Over the range of 0 to .500 parts per million, a systematic negative bias exists in the method. The upper limit of the 95% confidence interval on the observed average values of the concentration levels over all laboratories ranged from 9 to 29 percent below the true values, and the lower limit varied from 20 to 45 percent below the true values. |
