Abstract |
Field studies and office research were conducted to determine the existing institutional arrangements and financial practices of sixteen wastewater management agencies within the Denver SMSA. Data was compiled for each of the agencies which portrayed types and amounts of current revenues and expenditures, projected revenues and expenditures, and the manner in which various classes of expenditures are currently financed. Legal research revealed a wide range of institutional and financial arrangements available to areas and units of government in the provision and operation of wastewater facilities. |
