Abstract
This Record of Decision (ROD) documents the U.S. Environmental Protection Agency's (EPA's) selection of a remedial action for the Richardson Hill Road Landfill site (the Site). The selected remedy includes: Excavation of contaminated waste material and soil exceeding NYSDEC's Soil Cleanup Objectives in the North and South Areas (other than the landfill); soil with polychlorinated biphenyl (PCB) concentrations which equal or exceed 500 milligrams per kilogram (mg/kg) will be excavated and sent off-Site for treatment/disposal at a Toxic Substances Control Act (TSCA)-compliant facility; excavation and/or dredging of sediments exceeding 1 mg/kg PCB from South Pond and all areas downstream for approximately 2,400 feet; installation of an outlet control/sediment trap downgradient of South Pond to minimize migration of contaminated sediment further downstream from the main beaver pond; All excavated/dredged waste materials, soils, and sediments will be subjected to Resource Conservation and Recovery Act (RCRA) hazardous waste characteristic testing. soils, and sediments with PCB concentrations less than 50 mg/kg onto the existing landfill, a New York State 6 NYCRR Part 360 or equivalent closure cap will be constructed; construction of a chain-link fence around the landfill; construction of a shallow leachate collection trench; extraction of contaminated groundwater from the overburden and shallow bedrock; taking steps to secure institutional controls the placement of restrictions on the installation and use of groundwater wells at the Site and restrictions on the future use of the Site; and long-term monitoring of groundwater, surface water, fish and sediments to ensure the effectiveness of the selected remedy.
