The Florence Land Recontouring (FLR) Landfill is a 60-acre site located on Cedar Lane Extension in the Townships of Florence, Mansfield, and Springfield in Burlington County, New Jersey. The site consists of a 29-acre landfill, two lagoons, a pond and two tanks and is located in a combined residential-agricultural area. The landfill was operated as a solid waste disposal facility and was permitted to accept sanitary and non-chemical industrial wastes, however, 95 tons of hazardous waste consisting of phthalates, heavy metals and vinyl chloride monomers had been found disposed at the site. Elevated levels of hazardous substance have been discovered in soils and groundwater within the landfill. The remedial alternative includes construction of a synthetic membrane and clay composite cap, a circumferential soil/bentonite slurry containment wall, an upgradient ground water interceptor system and a new stormwater management system; leachate treatment and disposal of lagoon liquids and sediments, construction of a partial fence with warning signs; and supplemental sampling of ground water, surface water and sediments during design. The estimated capital cost for the selected remedy is $8,021,000 with annual O&M costs of $170,000. |
