CHA was contracted by Lockheed Martin (a contractor to the United State Environmental Protection Agency) to perform site assessments of selected coal combustion surface impoundments (Project 0-381 Coal Combustion Surface Impoundments/Dam Safety Inspections). As part of this contract, CHA was assigned to perform a site assessment of Duke Energy Ohio Inc.s (DEO) Walter C. Beckjord Generating Station (W.C. Beckjord Station) located in New Richmond, Ohio as shown on Figure 1 Project Location Map. DEO reportedly purchased the W.C. Beckjord Station in 2006 and is the legal operator of the station. Ash Pond B is owned by DEO and Ash Pond C and Ash Pond C Extension are owned in combination by DEO, American Electric Power and Dayton Power & Light. CHA made a site visit on October 8, 2009 and October 9, 2009 to inventory coal combustion surface impoundments at the facility, perform visual observations of the containment dikes, and collect relevant information regarding the Ash Pond A, Ash Pond B, Ash Pond C and Ash Pond C Extension impoundments. |
