Abstract |
This document presents the findings of an extensive study of the primary aluminum industry by the Environmental Protection Agency for the purpose of developing effluent limitations guidelines and standards of performance for the industry. Effluent limitations guidelines contained herein for the primary aluminum industry set forth the degree of effluent reduction attainable through the application of the best practicable control technology currently available and the degree of effluent reduction attainable through the application of the best available technology economically achievable. The standards of performance for new sources contained herein set forth the degree of effluent reduction which is achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives. The data and recommendations developed in this document relate to the production of primary aluminum by the electrolysis of alumina. Water from wet scrubbers operated to control air pollution is the major source of contaminated waste water from this industry. Supportive data, cost estimates, and rationale for development of the effluent limitations guidelines and standards of performance are contained in this document. |
