Abstract |
How can environmental impacts be included in cost-effectiveness determinations. What methodologies and research are usable for quantifying those impacts. These questions are the subject of this report. It was prepared to assist the Bonneville Power Administration in developing a methodology to assess the cost-effectiveness of proposed electric power projects. The report discusses difficulties in physically measuring environmental impacts, and in subsequently placing dollar values on them. Impact mitigation costs and expert judgement techniques are also reviewed to determine their appropriateness for this process. Suggestions are made for properly structuring the decision-making process (related to Northwest power planning) to avoid the need for comparing completely unlike alternatives. |
