The Charlotte Harbor National Estuary Program (CHNEP) was created by section 320 of the Clean Water Act. The federal component of the CHNEPs operating funding is administered through the Environmental Protection Agency (EPA). Receipt of these federal funds obligates CHNEP to adopt an annual workplan (operating budget), adopt a Comprehensive Conservation and Management Plan (CCMP), provide monitoring reports, and undergo a CCMP implementation review with EPA every three years. This document fulfills the requirements of the Triennial Implementation Review Report. The implementation review report requires seven components: Status of CCMP implementation (programmatic progress); Environmental Results; Institutional Coordination and Public Involvement; Technical Assistance and Public Education; Overall Program Strengths and Limitations; and Feedback on EPA Involvement. As recommended in the FY 2002 Implementation Review of Post-CCMP NEPs Final Guidance issued on December 6, 2001 by the Oceans and Coastal Protection Division of EPA, this implementation review follows the above structure. |
