Abstract |
This manual accompanies a computer software model, contained in Lotus 1-2-3 files PROGRAM.WK1 and PROJECT.WK1, which simulates the operation of a State revolving fund (SRF). It can also be used to model other kinds of financial assistance programs such as bond pools and bond banks. The first chapter provides an overview of State revolving funds and the role of the model in planning an SRF. Chapter 2 goes a step further to help users understand what the model has to offer and how it can be used. The manual explains how to use the model as a tool in planning and managing an SRF. It includes step-by-step instructions for using the SRF software to design a State assistance program, and for conducting simulations to show different funding and operating scenarios for such a program. Using the SRF Model enables financial planners to map out a program that best fits anticipated needs and economic conditions in their own States. |
