Section 108(f)(3) of the Clean Air Act (CAA) as amended in 1990 requires the Secretary of Transportation (DOT) and the Administrator of the Environmental Protection Agency (EPA) to submit to Congress by January 1, 1993, and every 3 years thereafter, a report that: 'reviews and analyzes existing State and local air quality-related transportation programs'. This report is the first in that series. It provides the Congress with: an identification of the challenges faced in attempting to improve air quality through transportation projects and programs the status of implementing the new transportation provisions of CAA and air quality provisions of the Intermodal Surface Transportation Efficiency Act (ISTEA), and conclusions. This report generally covers the 2-year timeframe beginning with the promulgation of the 1990 CAA amendments, November 1990, through the end of fiscal year (FY) 1992. |
