Abstract |
One of the most significant problems that the Department of the Interior and the Federal Water Pollution Control Administration have encountered in the setting of water quality standards is what has come to be known as the non-degradation issue. This states in part, 'In no case will standards providing for less than existing water quality be acceptable.' The compendium brings together the interpretations of Secretary Udall and other Department of the Interior officials relating to the meaning and impact of the non-degradation policy. There are also attached copies of non-degradation statements which have been approved by the Secretary. It is designed to contribute to an increased understanding of the nature of the non-degradation issue and the way in which it has been resolved. (Author Modified Abstract) |
