Under the Safe Drinking Water Act of 1974 (SDWA), the U.S. Environmental Protection Agency (EPA) has etablished an Underground Injection Control (UIC) program. As a part of the program, Class II oil and gas operators, whether authorized by rule or by permit, are required to '...maintain financial responsibility and resources to close, plug, and abandon the underground injection operation...' in accordance with an approved plugging and abandonment plan. The booklet explains what operators and owners (applicants) should do to comply with these requirements. It discusses the following five basic elements: financial responsibility options; types of financial coverages; procedures for demonstrating financial responsibility; submission requirements; and requirements of the financial instruments and statements. |
