Abstract |
This document presents an analysis of the benefits, potential costs, and savings of decentralized wastewater treatment alternatives and EPA's plans for implementing the alternatives within the current statutory and regulatory structure. Barriers to expanded use of decentralized systems and ways to overcome them are outlined. Appendix F concerns the ability of rural electric cooperatives to upgrade drinking water and wastewater treatment facilities. |
