The document presents information on emissions of volatile organic compounds (VOC) from a bulk gasoline plant in Shelby County, Tennessee. The bulk plant is reported to emit less than 25 tons per year of VOC. The results of the analysis are used to identify reasonably available control technology (RACT) for VOC emissions from bulk gasoline plants in Shelby County emitting or showing the potential to emit 25 tons per year or less of VOC. Information presented in the document was obtained from the Union Texas Petroleum bulk gasoline plant in Memphis, Tennessee, the Memphis and Shelby County Health Department permit application files, the 1985 Shelby County VOC emissions inventory, and the Control Techniques Guideline (CTG) Document for Bulk Gasoline Plants. The sections of the report briefly discuss emission sources, emission controls and costs, and operation of the bulk gasoline plant. |
