Abstract
This report presents the development of a micro-economics/systems overview of the problems of solid waste generation and control. A benefit measure is developed and recommended for use in evaluating solid waste management policy decisions. The benefit measure incorporates the consumers' surplus approximation to welfare loss, changes in firms' profits and government revenues, and costs of solid waste disposal. The benefit measure is used to develop a series of taxation (taxes may be negative) models for the purpose of control of the solid waste stream. The models produce taxes which lead to the benefit maximizing solid waste levels. The models include substitutional possibilities in production and consumption and use market observable functions as their base. A property rights system is examined and it is concluded that such a system has no advantages over the taxation of solid wastes. Economic incentives for encouraging forth supplies of recyclable materials are examined. It is concluded that the collateral policies of solid waste taxation and the subsidization of suppliers of recyclable materials provide highly workable management tools for the purposes of solid waste control and recycling encouragement.
