Abstract | Vermont has chosen a distinctive approach to solid waste management. Act No. 252 of the Acts of 1971 made very clear that recycling is more than a possible alternative; it is a positive goal in managing Vermont's solid waste needs. The statewide Solid Waste Management-Resource Recovery Plan is intended to be a working document, capable of providing for centralized direction where it is essential, yet accomodating local particularities to the fullest extent possible. The plan includes a policy statement, concentration on an anaylsis of the municipal waste stream and development of rates of waste composition, generation and seasonal variation specific to Vermont. |
