A semi-automatic method for distributing area source emissions on a sub-county basis is presented. Demographic information for census tracts within the county is used as the basis for the distribution of the emissions. The capability exists for inserting override factors for each designated sub-area within the county. This capability enables the user to redistribute portions of county-wide area source emissions if there is a better basis for doing so. The methodology may be used to estimate present emission distributions in the air quality maintenance analysis procedure. The override feature enables the methodology to be extended so that it may be applied to estimate future distributions of area source emissions more reliably.
