Abstract |
The purpose of the document is to provide a preliminary assessment of the effects that EPA's Strawman-II draft regulatory approach for mining waste would have on existing State programs for environmental control and management of mine waste. The EPA Strawman-II program is not a proposed regulation, although it represents the most recently published thinking on Federal RCRA Subtitle D regulation of mine waste. |
