Abstract
Analysis of plant records at the City of Hagerstown, MD, Water Pollution Control Plant for January 1972 through April 1973 indicated that plant personnel had experienced difficulty in maintaining consistent effluent quality. Final effluent biochemical oxygen demand (BOD5) and total suspended solids (TSS) averaged 19.2 mg/l and 57 mg/l, respectively, in 1972 and final effluent BOD5 and TSS averaged 22 mg/l and 37 mg/l from January through April 1973. Analysis of process loadings indicates that some units, particularly the primary clarifiers, were severely overloaded. High organic loads had been imposed upon the secondary system because of primary system deficiencies.
