This document provides background information on the derivation of the proposed second group of new source performance standards and their economic impact on the construction and operation of asphalt concrete plants, petroleum refineries, storage vessels, secondary lead smelters and refineries, brass or bronze ingot production plants, iron and steel plants, and sewage treatment plants. Information is also provided on the environmental impact of imposing the standards. The standards require control at a level typical of well controlled existing plants and attainable with existing technology. To determine these levels, extensive on-site investigations were conducted, and design factors, maintenance practices, available test data, and the character of emissions were considered. Economic analyses of the effects of the standards indicate they will not cause undue reductions of profit margins or reductions in growth rates. (Author)
