Abstract | The paper provides a background on the plight of small communities in meeting environmental regulations and the search for solutions. In the final analysis, implementation of environmental regulation rests with local governments. By and large, tens of thousands of governments are very small with limited or nonexistent staff and limited resources. People who live in small communities want a safe, healthy environment; however, many of them are forced to ignore federal regulations because environmental rules are logistically impossible, economically infeasible, or not a top priority when faced with the many services performed by small communities. |
