| Abstract |
This memorandum sets forth Agency policy and procedures for Headquaters and regional review of wastewater treatment projects designed to meet effluent requirements more stringent than secondary treatment. It also groups such projects into two categories--advanced secondary treatment (AST) and advanced waste treatment (AWT) and defines these terms. In addition, this memorandum provides a standard for reviewing the financial impact of advanced projects upon small communities. |
