Abstract | This report reviews the distinction between primary and secondary chemical accident prevention, discusses the dynamics of encouraging technological change in the firm, addresses barriers and incentives relevant to shifting the firm's traditional emphasis on secondary prevention to a more appropriate balance between primary and secondary prevention, and finally, suggests policy instruments to achieve this shift. |
