Abstract | This guide to compliance with four primary federal environmental laws simplifies the work of compliance inspectors and auditors by explaining and mapping out the regulatory requirements that apply to Kraft pulp mills under the Clean Air Act (CAA), the Clean Water Act (CWA) (including the 'cluster rule'), the Resource Conservation and Recovery Act, and the Emergency Planning and Community Right-to-Know Act. The guide is written with clear links between manufacturing processes, sources of pollution, regulatory requirements, and compliance evaluations. These links are created through schematic illustrations, comparative tables, checklists, and references to additional resources. Air pollutants associated with pulp mills include: total reduced sulfur (TRS), particulate matter (PM), volatile organic compounds (VOC), sulfur dioxide (SO2), nitrogen oxides (NOx), and hazards air pollutants (HAP). Water pollutants include: biological oxygen demand (BOD), chemical oxygen demand (COD), total suspended solids (TSS), adsorbable organic halides (AOX), and organo-chlorine compounds (e.g., dioxins and furans). |
