EPA is publishing this document to provide guidance to surface finishing manufacturers on control technologies and process changes for approaching zero discharge (AZD). AZD is a key theme underlying the Strategic Goals Program (SGP). The SGP is a cooperative effort between the EPA and the American Electroplaters and Surface Finishers Society, and National Association of Metal Finishers, and the Metal Finishing Suppliers Association to test bold and common-sense new ideas for improved environmental protection by the metal finishing industry. Key industry leaders and other important stakeholder groups for cleaner, cheaper and smarter environmental performance created the SGP for metal finishing companies in the United State. In its broadest sense, 'zero discharge' means no discharge to any media. More commonly, zero discharge focuses on zero wastewater discharge. This report presents information and strategies on AZD for concentrated process fluids and associated rinsewaters from surface finishing manufacturing. This focus is intended to maximize utilization of process fluids and minimize discharges of spend and/or underutilized process fluids. |
