Abstract | These guidelines provide a step-by-step action plan that describes the immediate measures needed to address every emergency scenario at a pulp and paper mill. The guidelines identify all possible sources of risks common to pulp and paper mills and suggest measures to prevent, control, limit, contain, and/or neutralize the release of a deleterious substance. The guidelines also include checklists to help mill operators and inspectors ensure that the installation meets all federal, provincial, and municipal safety standards. |
