An investigation of the impact of the mining laws pertaining to public lands, which have not been changed since the late 1800's. Discusses the pending legislation in the U.S. Congress that would require companies to begin paying royalties on gold extracted from public lands. Specifically sites the increase in heap leach mining as a major problem, and includes some discussion of the major EPA cleanup project under way at a closed heap leach mine near Summitville, Colorado. Those interviewed include Secretary of the Interior Bruce Babbit, and John A. Knebel, the current president of the American Mining Congress.
