Abstract |
The guide is intended to provide information to help States in the initial stages of developing a financial assistance program. The first part, 'Getting Started,' is aimed at States that are just beginning to consider developing a financial assistance program. The second part, 'Exploring Funding Sources and Financial Mechanisms,' is intended for all States, regardless of the status of their current programs. It presents more detailed information on the funding sources and financial mechanisms that can be used in a State assistance program and provides additional information on the effects of tax reform. |
