"A use cluster is defined as a set of competing chemicals, processes, or technologies. Traditionally, EPA assessed the potential hazards and exposure scenarios of specific chemicals, and, generally, left the evaluation of potential substitutes as a post-risk assessment consideration. The use cluster approach considers all substitutes within a given use, and leaves consideration of alternate uses as a potential follow up activity"-Executive summary. "EPA 744-R-94-003."
