This document provides technical guidance that can be used by both air agencies and permit applicants to estimate facility-specific impacts on O3 for purposes of O3 IPT by comparing the equivalency of NOX and VOC precursor emission impacts on ground-level O3. The air quality models and approaches for estimating single source O3 impacts are consistent with those described in the most recent update to the Guideline on Air Quality Models (U.S. Environmental Protection Agency, 2017). Further, this document does not specifically provide guidance for inter-basin precursor trading, but may provide useful information for developing such a demonstration. |
