Under the Clean Water Act (CWA), EPA establishes technology-based national regulations, termed effluent limitations guidelines and standards, to reduce pollutant discharges from categories of industrial facilities to waters of the United States. Under the CWA, EPA similarly establishes technology-based regulations, termed pretreatment standards to reduce indirect pollutant discharges from industrial facilities to waters of the United States. The CWA also specifies effluent guideline planning and review requirements. There are different requirements for direct and indirect dischargers, but both specify annual review of promulgated effluent guidelines and pretreatment standards. For direct dischargers, the CWA requires EPA to publish an Effluent Guidelines Program Plan every two years after allowing for public review and comment on the plan prior to final publication. This document provides information on the documents and analyses in the docket supporting the annual reviews and the 2006 Effluent Guidelines Program Plan. |
