Abstract |
This policy is intended (1) to promote uniform, nationwide compliance with statutory and regulatory requirements for the control of WET, and (2) to assist permit writers in implementing these requirements. The water quality permitting regulations, as well as the statutory provisions restated in this policy document, are fully binding on EPA Regions as well as States authorized to administer the NPDES program. This policy also provides guidance to permit writers on implementation of the statutory and regulatory requirements for the control of WET. This policy addresses some specific areas where questions have arisen regarding the implementation of statutory and regulatory requirements. It does not address all areas where the regulatory agency will exercise judgment in the implementation of statutory and regulatory requirements. |
