Abstract | In the Underground Injection Control (UIC) Regulations, owners and operators of Class II hydrocarbon storage and enhanced recovery wells are allowed to monitor injection pressure, flow rate, cumulative volume and the nature of the injected fluids on a field/project basis rather than on an individual well basis through the use of manifold monitoring (40 CFR Section 146.23(b)(5)). Such a monitoring system may be used in cases of operation consisting of multiple injection facilities operating with a common manifold. Separate monitoring systems for each well would not be required provided that the owner/operator demonstrates to EPA's satisfaction that manifold monitoring is comparable to individual well monitoring. The purpose of the document is to develop technical guidance and ancillary criteria to enable EPA personnel to evaluate the effectiveness of such system proposals in meeting the regulatory requirements. |
