Abstract |
Standards of performance to control volatile organic compound emissions from new, modified, and reconstructed bulk gasoline terminal loading racks are being proposed under the authority of Section III of the Clean Air Act. This document contains background information and environmental and economic assessments of the regulatory alternatives considered in developing the proposed standards. A separate Section in this document is devoted solely to an analysis of the potential environmental impacts associated with the proposed standards. Both adverse and beneficial impacts in such areas as air and water pollution, increased solid waste disposal, and increased energy consumption are discussed. |
